This section provides some programs and services that provide health care or family planning services in San Diego County.

In an EMERGENCY, refer to the EMERGENCY section of this directory or your telephone book, for a listing of emergency numbers.

If the emergency is a minor medical emergency, (such as cuts, infections, broken bones, cold flu, etc.) and you’re not on Medi-Cal, you may wish to go to an urgent care center rather than an emergency room at a hospital. In many cases, it is less expensive. The urgent care centers have x-ray equipment and can handle most minor emergencies. Check their hours of business to see when they are open and ask about their fees.

Health Care for People with Low Incomes

CMS helps uninsured adult county residents get medical care. It is managed by the County of San Diego Health and Human Services Agency. While CMS helps people get medical care, it is not a health insurance program such as Medi-Cal and Healthy Families.

Most health problems are covered by CMS. Medical services NOT covered by CMS:

  • Routine physical exams and preventative care
  • Routine dental and vision care
  • Pregnancy/family planning
  • Visits to the emergency room for follow-up and prescription refills
  • Treatment of mental health, alcohol and drug problems

Community Health Centers throughout the County can evaluate your medical condition and give you information about a variety of programs that can help you get the medical care you need.

Medi-Cal is a program that provides health insurance for low-income individuals and families. It offers medical, family planning services including birth control and abortions, dental, vision and mental health care at little or no-cost to eligible families. Application packets are available at any Family Resource Center. The following persons may be eligible:

  • Children under 21 years of age
  • Persons 65 years of age and older
  • Disabled and blind persons
  • Pregnant women
  • Families where at least one child is under 21 and at least one parent is absent, disabled, unemployed or working (depending on hours worked and income earned)
  • Anyone who is eligible for CalWORKS; Supplemental Security Income and State Supplemental Program (SSI/SSP); Entrant or Refugee Cash Assistance (ECA or RCA); or In-Home Supportive Services (IHSS)

FORMER FOSTER YOUTH: You are entitled to health care coverage through Medi-Cal until your 21st birthday. This applies to anyone who was in foster are on their 18th birthday. The only things you have to do are:

  • Keep the County updated on your address. Call (858) 694-2541 if you move.
  • Live in California
  • Complete and return a notice you will get in the mail once a year to confirm your address.

Healthy Families

Healthy Families is low cost insurance for children and teens up to age 19. It provides health, dental and vision coverage to children who do not have insurance and do not qualify for free Medi-Cal.

  • Healthy Families members pay a low monthly premium.
  • The Healthy Families plans cover most visits to doctors, dentists and specialists, and prescriptions.
  • The Healthy Families plans cover the costs of hospital care, labs and preventive care. To apply, go online or call the number above.
